Passage of authorizing resolution
The municipal aggregation statute requires that the Town obtain approval from the local governing authorities before initiating the development of the Plan. The Town satisfied the local approval requirement when the Town Meeting voted to initiate the process of municipal aggregation May 1, 2023.
Signed agreement with Town’s aggregation consultant
Whitman selected Good Energy, L.P. as its aggregation consultant to assist in developing this Plan, managing the supply procurement, developing and implementing the public education plan, interacting with the Local Distribution Company, National Grid and monitoring the supply contract.
Consultation with Department of Energy Resources & Other Parties:
The aggregation statute requires the Town to consult with the Department of Energy Resources (DOER) in developing the Plan, prior to its public review. This consultation shall include reviewing and discussing the DOER Recommended Best Practices for Advancing Clean Energy in Municipal Aggregation Plans (“DOER Best Practices”). The Town met with DOER on August 9, 2024.
Creation of a Draft Plan & Public Review
Whitman prepared a Draft Plan and will make it available for public review by October 8, 2024.

Whitman held a Public Meeting at the Town Hall Auditorium on November 14, 2024 at 7pm to receive comments on the plan. To learn more about Whitman’s Community Electricity program, you can watch a recording of the Public Hearing, or review the presentation slides here.
Submission of Final Plan to Department of Public Utilities
Whitman, docket number 24-191, submitted their aggregation plan to the DPU on December 4, 2024. The Department will ensure that the Program satisfies all of the statutory requirements, including that the Plan provides universal access, a reliable power supply and equitable treatment for all customer classes. The DPU scheduled a public hearing for the Town of Whitman on February 10, 2025 beginning at 2:00 p.m. Further details can be found in the NOTICE OF FILING, PUBLIC HEARING AND REQUEST FOR COMMENTS.
Approval and Launch
The DPU approved Whitman’s Plan on March 17, 2025. With this approval, the Town is able to procure electricity supply and launch its program.
